The Ministry of Education clarified this Wednesday, November 5th, that support for the installation of teachers who travel from Portugal to work in Portuguese Schools Abroad (EPE), which is leading to protests in these institutions, is granted once.
On Wednesday, a group of teachers from the Portuguese School of Luanda (EPL) began an indefinite strike, due to the lack of responses from the Portuguese Government regarding the installation subsidy, A source of the strikers told Lusa.
Manuela Duarte said that there are 40 teachers who competed in the EPE public competition, and are part of the staff, but did not have installation support, as provided for in Decree-Law No. 78/2025, of May 12th.
Teachers at the Portuguese School of Mozambique also feel “unjustified and disillusioned” with the Portuguese Government, accusing it of failure to provide support, having decided to go on strike for an indefinite period of time. from Thursday.
They complain about the “non-transfer of the installation allowance, especially to colleagues who were on mobility in the previous academic year”, the fact that there were “contracted colleagues who were forced to pay for health insurance”, the “non-payment of travel to begin and end their duties” and the “non-payment of the residence allowance in a continuous and equitable manner”, in addition to the “incomprehensible delay in the payment of pecuniary compensation due to teachers who joined the staff in 2024/2025”, according to professor Gustavo Alves, from the strike committee.
Contacted by Lusa, A source from the office of the Minister of Education, Science and Innovation clarified that “teachers who travel from Portugal to carry out duties in EPE are entitled to an amount of support for installation in the workplace, which constitutes a single benefit, intended to compensate for expenses arising from the installation of teachers in the destination country where they will carry out their duties”.
In relation to teachers who have already received installation support in previous years and are continuing their duties, they are not entitled to this remuneration benefit, as they have already received it previously.
“The teachers who obtained a place within these schools were notified of their placement for the 2025/2026 academic year, on July 23, 2025, before their mobility for 2024/2025 ceased, on August 31, 2025, so there was no functional interruption or change of residence that could generate new installation expenses”, reads the information requested by Lusa.
Fernando Alexandre’s office said that last week a clarification was sent to the schools, which indicated the single payment of this amount “intended to compensate for expenses arising from the installation of teachers in the destination country where they will work”.
